The evaluation dimensions are “comprehensive,” examining everything from technology to management: Unlike single-dimensional qualification certifications, the national specialized, refined, and innovative enterprise evaluation covers four dimensions—”innovation capability, market competitiveness, business management, and social responsibility”—and more than 10 sub-indicators, forming a “comprehensive check-up” model. The competition is fierce, with only the best candidates selected. Limited quotas and selection based on merit: The evaluation of national specialized, refined, and innovative “little giant” enterprises is subject to “total control and dynamic management,” with only a few thousand companies selected nationwide each year (as of 2024, approximately 12,000 companies had been recognized nationwide). However, over 100,000 SMEs nationwide meet the basic criteria for “specialized, refined, and innovative,” resulting in an actual pass rate of less than 10%. In Jiangsu Province in 2024, there were over 15,000 provincial-level specialized, refined, and innovative enterprises, but only about 300 were ultimately recommended for the national-level “little giant” designation. This means that out of every 50 provincial-level “specialized, refined, and innovative” enterprises, only 1 can advance to the national level. This “selection based on merit” evaluation mechanism requires enterprises not only to “meet the standards” but also to “stand out” in order to emerge victorious in the fierce competition.
